M.L. Gupta brings over four decades of deep-rooted expertise in public finance, infrastructure governance, and institutional reform. Known for his strategic foresight and policy acumen, he has served in senior capacities across key departments of the Government of Rajasthan, leading complex financial systems and overseeing large-scale public sector operations. His legacy includes steering regulatory frameworks, advising on urban and rural development initiatives, and contributing to nationally recognized reforms. Post-retirement, he has continued to serve as a trusted advisor — including to Ernst & Young — offering expert guidance on governance, fiscal management, and institutional strengthening for both government and multilateral development projects.
His Journey
With a stellar career exceeding 40 years — including 35 years of distinguished service with the Government of Rajasthan — Mr. M.L. Gupta has been at the forefront of driving financial discipline, institutional governance, and policy reform. His extensive leadership experience spans critical roles such as Deputy Secretary to the Finance Department, Director (Finance) in the state power sector, and Managing Director of key public sector undertakings.

His expertise lies in designing and implementing robust financial frameworks, public procurement systems, and investment strategies across infrastructure sectors. He played a central role in revising the Rajasthan Public Works Financial & Accounts Rules and was the architect of the RAPSAR Act — a landmark reform that streamlined recruitment practices and fiscal control in government entities.

Throughout his career, Mr. Gupta has led high-impact initiatives involving budgetary planning, cost recovery mechanisms, and benchmarking service delivery in sectors including urban development, irrigation, power, and public health engineering. His work has spanned state-wide audits, cooperative enterprise management, and financing of supercritical power projects, all marked by a deep commitment to transparency and accountability.

Post-retirement, he continues to lend his expertise to transformative missions. He serves as Financial Advisor to the State Commission on Urbanisation, Consultant to World Bank-assisted livelihood projects, and Finance Expert to the Rajasthan River Basin Authority — influencing urban policy, water resource planning, and sustainable development at the highest levels.
